EPPO in Zagreb expands investigation into receiving and giving bribes – suspected use of EU funds for home renovation

The European Public Prosecutor’s Office (EPPO) in Zagreb decided today, 25 May 2023, to expand an investigation against two persons, on suspicion of receiving and giving bribes in connection with the use of EU funds.

On 15 July 2022, the EPPO office in Zagreb launched an investigation against three Croatian nationals on suspicion of receiving and giving bribes regarding (or similar) the execution of the Extension and Reconstruction of the Waste Water Treatment Plant Project (WWTP Project) in the Croatian city of Varaždin. All three persons were arrested on 14 July 2022, following investigative activities conducted in cooperation with Croatia’s National Police Office for the Suppression of Corruption and Organised Crime (PNUSKOK).

Since then, the investigation has revealed grounds to suspect that the first and second of those three defendants agreed that the second defendant would take all necessary actions to ensure that the first defendant’s company be included in the execution of the said works.

It is alleged that in return, the first defendant promised to carry out works at the second defendant’s house in the village of Muline on the Croatian island of Ugljan, using the resources of his (the first defendant’s) company.

According to the investigation, following this agreement, the second defendant ensured that the company of the first defendant be included in the execution of works for the WWTP Project, which had a value of €21 560 514 (HRK 162 447 700.00) and was co-financed by the European Union’s Cohesion Fund. Afterwards, the first defendant carried out the promised construction works at the house of the second defendant, worth at least €22 543.

Further investigative measures will be carried out to understand the extent of the crimes under investigation.

 

EPPO u Zagrebu proširuje istragu slučaja primanja i davanja mita – sumnja na korištenje EU fondova za obnovu kuće

Ured europskoj javnog tužitelja (EPPO) u Zagrebu je danas, 25 svibnja 2023. godine, donio rješenje o provođenju i proširenju istrage protiv dviju osoba zbog sumnje na primanje i davanje mita u vezi s korištenjem EU fondova.

U srpnju prošle godine (15. srpnja 2022.), Ured EPPO-a u Zagrebu pokrenuo je istragu protiv trojice hrvatskih državljana zbog sumnje na  primanje i davanje mita vezano za natječaj za posao dogradnje i rekonstrukcije uređaja za pročišćavanje otpadnih voda (UPOV) Varaždin. Sve tri osobe uhićene su 14. srpnja 2022. nakon istražnih radnji provedenih u suradnji Policijskim nacionalnim uredom za suzbijanje korupcije i organiziranog kriminaliteta (PNUSKOK).

Od tada, istražnim radnjama utvrđene su osnove sumnje da su prvi i drugi od te trojice okrivljenika dogovorili da će drugookrivljenik poduzeti sve potrebne radnje kako bi društvo prvookrivljenika bilo uključeno u izvođenje navedenih radova. 

Navodno je prvookrivljenik zauzvrat obećao izvesti radove na kući drugookrivljenika u mjestu Muline na hrvatskom otoku Ugljanu, koristeći resurse vlastitog (prvookrivljenikovog) trgovačkog društva.

Prema rezultatima istrage, slijedom tog dogovora, drugookrivljeni je osigurao da društvo prvookrivljenoga bude uključeno u izvođenje radova Projekta UPOV, čija je vrijednost 21.560.514 eura (162.447.700,00 kuna), a koji je financiran iz Kohezijskog fonda Europske unije. Potom je prvookrivljenik održao obećanje i izveo građevinske radove na kući drugookrivljenika u vrijednosti od najmanje 22.543 eura.

U daljnjem tijeku istrage provest će se daljnje istražne radnje s ciljem utvrđivanja svih okolnosti kaznenih djela koja se istražuju.
