(Luxembourg, 25 February 2026) – In an investigation led by the European Public Prosecutor’s Office (EPPO) in Lisbon (Portugal), codenamed ‘Terra Queimada’ (‘Scorched Earth’), multiple searches were carried out today, as part of a probe into suspected subsidy fraud involving reforestation in Madeira, with an estimated damage of €3.6 million.
At the EPPO’s request, the Portuguese Judiciary Police (Polícia Judiciária) carried out 26 searches in the regions of Madeira and Lisbon, at the houses of suspects, public entities and companies under investigation. Five individuals were formally named as suspects, including three public officials, as well as two companies.
The searches are related to the programme ‘Portugal 2020’, funded by the European Regional Development Fund (ERDF), and specifically to a rural development programme for the Autonomous Region of Madeira, aimed at reforestation, funded by the EU with over €3.8 million. At least €3.6 million were already paid to the beneficiaries under investigation.
The investigation involves alleged wrongdoing in public procurement procedures. It is understood that there may have been a conflict of interest involving the beneficiaries of the funds and the suppliers, which could have harmed the EU’s and national financial interests. It is also alleged that the subsidies were unlawfully obtained with the help of public officials from the agencies responsible for managing the funds, namely Portugal’s Institute for the Financing of Agricultural and Fisheries and the Managing Authority of the PRODERAM 2020 Programme.
The facts under investigation may constitute procurement fraud, unlawful participation by a public official in a business transaction, unlawful receipt of funds by public officials, corruption and money laundering. The investigation is ongoing to clarify the facts and assess whether any criminal offences have occurred.
The investigative measures were led by two European Delegated Prosecutors, with the support of the Portuguese Judiciary Police.
All persons are presumed innocent until proven guilty by the competent Portuguese courts of law.

Portugal: Procuradoria Europeia faz buscas por suspeita de fraude na obtenção de subsídio de 3.6 milhões de euros na Madeira
(Luxemburgo, 25 de fevereiro de 2026) – No âmbito de uma investigação dirigida pela Procuradoria Europeia (EPPO) em Lisboa (Portugal), com o nome de código 'Terra Queimada’, realizaram-se hoje buscas por suspeitas de fraude com fundos europeus destinados a projetos de reflorestação na Madeira, com danos estimados de 3.6 milhões de euros.
Durante as diligências, a Polícia Judiciária efetuou 26 buscas na Madeira e no distrito de Lisboa, incluindo buscas domiciliárias, em entidades públicas e em empresas sob investigação. Cinco indivíduos foram constituídos arguidos, incluindo três funcionários públicos, bem como duas empresas.
As buscas estão relacionadas com o programa ‘Portugal 2020’, financiado pelo Fundo Europeu de Desenvolvimento Regional (FEDER), e, especificamente, com um programa de desenvolvimento rural para a Região Autónoma da Madeira, destinado à reflorestação, financiado pela UE com mais de 3.8 milhões de euros. Pelo menos 3.6 milhões de euros já foram pagos aos beneficiários em investigação.
A investigação envolve alegados atos ilícitos em procedimentos de contratação pública. Poderá ter havido situações suscetíveis de enquadrar um conflito de interesses envolvendo os beneficiários dos fundos e os fornecedores, que se afiguram potencialmente lesivas dos interesses financeiros nacionais e da União Europeia. Suspeita-se também que os subsídios terão sido obtidos ilegalmente com a ajuda de funcionários públicos das autoridades responsáveis pela gestão dos fundos, nomeadamente do Instituto de Financiamento de Agricultura e Pescas (IFAP) e da Autoridade de Gestão do Programa PRODERAM 2020.
Os factos em investigação são passíveis de enquadrar a prática de crimes de fraude qualificada na obtenção de subsídio, participação económica em negócio, recebimento indevido de vantagem, corrupção e branqueamento. A investigação encontra-se em curso, visando esclarecer os factos e determinar a eventual ocorrência de infrações criminais.
As medidas de investigação foram conduzidas por dois Procuradores Delegados Europeus, com o apoio da Polícia Judiciária.
Todos os suspeitos se presumem inocentes até que a sua culpabilidade seja provada pelos tribunais portugueses competentes, nos termos da lei.
