(Luxembourg, 26 October 2023) - Today, the European Public Prosecutor’s Office (EPPO) and Tracfin, France’s financial intelligence unit (FIU), signed a Working Arrangement, establishing a structured framework for their cooperation.
This arrangement aims to facilitate and foster the exchange of information on suspicious financial transactions relating to facts and offences falling within the remit of the EPPO. It also underlines the efforts of both parties to make the fight against money laundering, and the underlying offences that damage the financial interests of the European Union, as effective as possible.
The Working Arrangement was signed in Luxembourg by Laura Codruța Kövesi, European Chief Prosecutor, and Guillaume Valette-Valla, Director of Tracfin.
Laura Codruța Kövesi, European Chief Prosecutor: "The EPPO needs information from financial intelligence units in order to combat fraud against the financial interests of the EU efficiently. Tracfin is a very important partner for the EPPO in this respect. This working arrangement opens the way for deepening our cooperation, and will facilitate the transmission of crime reports as well as the exchange of criminal analysis."
Guillaume Valette-Valla, Director of Tracfin: "Tracfin’s first operational exchanges with the European Public Prosecutor’s Office began during 2022. This Working Arrangement will allow us to amplify them, in order to more effectively fight against the fraudsters and criminal networks that are undermining the foundations of the European project."
The European Public Prosecutor’s Office (EPPO) is the independent public prosecution office of the European Union. It is responsible for investigating, prosecuting and bringing to judgment crimes against the financial interests of the EU.
Tracfin is France’s financial intelligence unit (FIU), and it belongs to the inner circle of the French intelligence services. As an investigative service with an operational purpose, Tracfin carries out three priority missions: the fight against economic and financial crime; the fight against public finance fraud; and the defence of the fundamental interests of the nation, notably in the fight against the financing of terrorism and criminal interference.

Le parquet européen et Tracfin renforcent leur coopération
(Luxembourg, 26 octobre 2023) Aujourd'hui, le Parquet européen (European Public Prosecutor’s Office - EPPO) et Tracfin, le service de renseignement financier de Bercy, ont signé un accord de travail qui fournit un cadre structuré pour la coopération entre les deux organismes.
Cet accord vise à faciliter l'échange d'informations relatives à des transactions financières suspectes liées à des faits et des infractions entrant dans le champ de compétence du Parquet européen. Il souligne également les efforts des deux parties pour rendre aussi efficace que possible la lutte contre le blanchiment d'argent et les infractions sous-jacentes qui portent atteinte aux intérêts financiers de l'Union européenne.
Cet accord de travail a été signé, à Luxembourg, par Laura Codruța Kövesi, procureure européenne, et Guillaume Valette-Valla, directeur de Tracfin.
Laura Codruța Kövesi, cheffe du parquet européen : « L'EPPO a besoin d'informations provenant des cellules de renseignement financier afin de lutter efficacement contre la fraude aux intérêts financiers de l'UE. Tracfin est un partenaire très important pour l'EPPO à cet égard. Cet accord de travail ouvre la voie à un approfondissement de notre coopération et facilitera la transmission de signalements ainsi que l'échange d'analyses criminelles. »
Guillaume Valette-Valla, directeur de Tracfin : « Les premiers échanges opérationnels de Tracfin avec le Parquet européen ont débuté au cours de l’année 2022. Ce protocole d’accord permettra de les amplifier afin de lutter plus efficacement contre les fraudeurs et les réseaux criminels qui sapent les fondements du projet européen. »
Le Parquet européen (EPPO) est un parquet indépendant de l’Union européenne. Il a pour mission d’enquêter, de poursuivre et de renvoyer en jugement les infractions pénales portant atteinte aux intérêts financiers de l’Union européenne.
Tracfin est le service de renseignement financier de Bercy, appartenant au premier cercle de la communauté du renseignement. En tant que service d’investigation à vocation opérationnelle, Tracfin exerce trois missions prioritaires : la lutte contre la criminalité économique et financière, la lutte contre la fraude aux finances publiques et la défense des intérêts fondamentaux de la Nation notamment en matière de lutte contre le financement du terrorisme et les ingérences criminelles.
