(Luxembourg, 5 November 2025) – At the request of the European Public Prosecutor’s Office (EPPO) in Lisbon (Portugal), multiple searches are being conducted today in the city of Ourém, in a probe into suspected fraud involving EU funds to support companies’ innovation and sustainability. The companies under investigation are suspected of obtaining the funds using fraudulent information and of activities detrimental to the environment.
Today’s investigative measures have been launched in cooperation with the national prosecutor’s office (Regional Investigation Department of Évora – Departamento Regional de Investigação de Acção Penal de Évora), which is handling a parallel investigation.
The searches are being carried out by the Portuguese Judiciary Police (Polícia Judiciária) at the town hall of Ourém and at the premises of companies under investigation. The investigative measures also count on the support of the Technical Advisory Unit of the national Prosecutor‑General’s Office (Núcleo de Assessoria Técnica da Procuradoria-geral da República).
According to the investigation, code-named “Clean land” (‘Terra limpa’), several companies belonging to the same economic group are carrying out industrial activities in the heart of a national ecological reserve without holding the necessary operating licences or building permits. The activities in question may have resulted in potential ecological damage, which is being investigated by the national Public Prosecutor's Office.
This group of companies has submitted applications for subsidies under the European Social Fund (ESF), the European Regional Development Fund (ERDF) and the Recovery and Resilience Facility (RRF), based on provisory operating licences and building permits issued by the Municipality of Ourém. The grants were destined to support industrial research, promote experimental development, support the digital transformation and internationalisation of companies, and improve their environmental sustainability.
The projects in question involve subsidies worth at least €19 million, for which payments of at least €5.5 million have already been made.
The facts under investigation may constitute subsidy fraud, corruption and money laundering. The investigation is ongoing to clarify the facts and assess whether any criminal offences have occurred.
All persons are presumed innocent until proven guilty by the competent Portuguese courts of law.

Portugal: Procuradoria Europeia faz buscas por suspeita de fraude com fundos europeus com potencial impacto ambiental
(Luxemburgo, 5 de novembro de 2025) – No âmbito de um inquérito conduzido pelo gabinete da Procuradoria Europeia em Lisboa (Portugal), realizam-se hoje diversas buscas na cidade de Ourém, por suspeitas de fraude envolvendo fundos da União Europeia destinados a apoiar a inovação e a sustentabilidade das empresas. As empresas investigadas são suspeitas de terem obtido os fundos através de informações fraudulentas e de atividades prejudiciais ao ambiente.
Esta ação está a ser desenvolvida em coordenação com o Ministério Público nacional (Departamento Regional de Investigação de Acção Penal de Évora), que conduz uma investigação paralela.
As diligências, realizadas pela Polícia Judiciária, incluem buscas na autarquia de Ourém e em empresas sob investigação. As buscas contam igualmente com o apoio do Núcleo de Assessoria Técnica da Procuradoria-geral da República.
De acordo com a investigação, com o nome de código ‘Terra limpa’, várias empresas que pertencem ao mesmo grupo empresarial estão a realizar atividades industriais em plena reserva ecológica nacional, sem terem obtido as necessárias licenças de funcionamento e alvarás de construção. As atividades em questão poderão ter causado danos ecológicos potenciais, o que está a ser investigado pelo Ministério Público nacional.
Este grupo de empresas apresentou candidaturas a subsídios ao abrigo do Fundo Social Europeu (FSE), do Fundo Europeu de Desenvolvimento Regional (FEDER) e do Mecanismo de Recuperação e Resiliência (MRR), com base em licenças de funcionamento e alvarás de construção provisórios emitidos pela autarquia de Ourém. Os subsídios destinavam-se a apoiar a investigação industrial, a promover o desenvolvimento experimental, a apoiar a transformação digital e a internacionalização das empresas, e a melhorar a sua sustentabilidade ambiental.
Os projetos em questão envolvem subsídios no valor de 19 milhões de euros, tendo sido já efetuados pagamentos de pelo menos 5.5 millhões de euros.
Os factos em investigação podem constituir a prática de crimes de fraude na obtenção de subsídio, corrupção e branqueamento de capitais.
A investigação encontra-se em curso, visando esclarecer os factos e determinar a eventual ocorrência de infrações criminais.
Todos os suspeitos se presumem inocentes até que a sua culpabilidade seja provada pelos tribunais portugueses competentes, nos termos da lei.
