France: EPPO indicts two suspects in investigation into fraud involving ERASMUS+ funds

(Luxembourg, 27 August 2026) – The European Public Prosecutor’s Office (EPPO) in Paris (France) has filed an indictment before the Paris Criminal Court against two individuals residing in Germany and Switzerland following an investigation into suspected subsidy fraud of €240 000 in ERASMUS+ funding.

The investigation concerns an educational project related to children's literacy for which a French non-profit organisation, headed by the two suspects, received €240 000 under the ERASMUS+ programme between 2016 and 2019. The project was financed through a grant awarded by the French ERASMUS+ agency.

According to the investigation, the suspects are believed to have used the non-profit organisation to obtain EU funding while failing to comply with the conditions of the grant agreement. The organisation is suspected of having lacked the operational capacity required to implement the project, while one of the suspects allegedly submitted falsified supporting documents to the French ERASMUS+ agency.

The investigation, supported by the French Anti-Fraud Office (ONAF), further established that the educational activities financed under the project were not implemented as required under the grant agreement. Evidence gathered shows that part of the EU funding was misappropriated and that one of the suspects subsequently laundered part of the proceeds.

If convicted, the defendants face sentences of up to seven years' imprisonment and fines of up to €750 000.

All persons concerned are presumed innocent until proven guilty in the competent French courts of law.

France : le Parquet européen renvoie deux suspects devant le tribunal correctionnel dans une affaire de fraude aux fonds ERASMUS+

(Luxembourg, 27 août 2026) – Le Parquet européen (EPPO) à Paris (France) a renvoyé devant le tribunal correctionnel de Paris deux personnes résidant en Allemagne et en Suisse à l’issue d’une enquête portant sur une fraude présumée de 240 000 euros au détriment du programme ERASMUS+.

L’enquête concerne un projet éducatif consacré à l’apprentissage de la lecture pour les enfants, pour lequel une association française sans but lucratif, dirigée par les deux suspects, a perçu 240 000 euros au titre du programme ERASMUS+ entre 2016 et 2019. Le projet a été financé par une subvention accordée par l’Agence Erasmus+ France.

Selon les investigations, les suspects auraient utilisé cette association afin d’obtenir des financements européens sans respecter les conditions prévues par la convention de subvention. L’association est soupçonnée de ne pas avoir disposé des capacités opérationnelles nécessaires à la mise en œuvre du projet, tandis que l’un des suspects aurait transmis des pièces justificatives falsifiées à l’Agence Erasmus+ France.

L’enquête, menée avec le soutien de l’Office national anti-fraude (ONAF), a également établi que les activités éducatives financées dans le cadre du projet n’ont pas été mises en œuvre conformément aux obligations de la convention de subvention. Les éléments recueillis montrent qu’une partie des fonds européens aurait été détournée et que l’un des suspects aurait ensuite blanchi une partie du produit de cette infraction.

S’ils sont reconnus coupables, les prévenus encourent jusqu’à sept ans d’emprisonnement et 750 000 euros d’amende.

Toutes les personnes concernées sont présumées innocentes jusqu’à ce que leur culpabilité ait été reconnue par les juridictions françaises compétentes.
